Stadtwerke Passau (Passau’s municipal utilities) has commissioned ioki to analyze the city’s entire public transport network and develop a concept for affordable, demand-responsive local transit. The project was initiated by Mayor Andreas Rother.
The starting point is an already completed initial analysis, which evaluated passenger count data from new digital tracking systems, potential data from a mobility simulation, and the existing route network plan. Through the ioki mobility simulation, initial insights into the spatial and temporal distribution of demand were obtained.
Detailed Inventory and Analysis
The next step involves a detailed inventory analysis: routes, frequencies, demand, and coverage quality will be systematically collected and evaluated. This is based, among other things, on passenger and count data, the quality of which the Passau City Council recently improved significantly by expanding the counting systems on buses.
The goal is to:
- Identify the strengths and weaknesses of the existing network.
- Understand passenger flows and mobility patterns.
- Derive an implementation strategy from these insights.
- Balancing Financial Viability and Modern Mobility
Mayor Rother gets straight to the point: the municipal utilities’ deficit must decrease noticeably, while simultaneously offering a modern, demand-driven service.
Given the ongoing financial challenges faced by Stadtwerke Passau, we must make public transport more economically viable and deploy available resources specifically where they bring the greatest benefit to passengers. By realigning our services to meet actual demand, we want to significantly reduce the deficit and, at the same time, lay the foundation for efficient local transport with modern mobility solutions.
